The western half of the Roman Empire has fallen a century before. But the eastern half, with it's capital in Constantinople, lived on for another thousand years. Emperor Justinian dreams of rebuilding the Empire, restoring the glory of Imperial Rome, and creating a lasting legacy of law and order.
