A brother and sister flee Japanese-occupied Shanghai for Japanese-occupied Taiwan to stay with their grandfather, who runs a kung-fu school. Their safety is threatened when a Japanese martial-arts master targets the schools on the island, including plans that put the grandfather in danger.
