In late 19th century Hong Kong, pirates terrorize the waters while the Coast Guard struggles on land and faces rivalry and corruption. Determined to protect his unit from being made a fool of, a coast guard officer tries to bring the pirates down and ultimately finds help from an old acquaintance with his own agenda.
