In 1968, North Korean commandos infiltrate South Korea in a failed attempt to assassinate the president. In response, the South Korean military assembles criminals on an island for a secret, suicide-style mission to kill a North Korean leader, but the plan is cancelled, leaving the men trapped in frustration and brutal training.
